I think what @b is saying is that if you operate such a logistics network it would inevitably start to be used by customers who would start using it to ship illegal goods. If you provide good privacy, you won't be able to prevent this for the most part. Maybe if you have a well trained drug dog and an Xray machine you can do something, but that's about it (as far as I can think of). Any organization like that would likely be vulnerable to a RICO case too (extreme guilt by association). It's high risk for low margins considering how cheap shipping through the white market is. There's a reason DNMs use USPS versus building out such a network. Fun fact, Lysander Spooner did this and out competed the post office for a long time until he got shut down by the gov.

All in all, not saying it's an impossible problem to solve, but it's a hard one.
