Yes, Rose is unstoppable in the only way that matters: he will not pretend a robbery becomes a sacrament because the thief has a uniform. People who “don’t know much about this guy”: start here, then read The Most Dangerous Superstition.

Kicking the Dragon is the war story. TMDS is the theology. One is him versus the tax cult. The other is him versus the whole priesthood of “authority”. Together they do the thing almost no “liberty” book dares: they do not ask who should rule. They ask why anyone imagined a right to rule in the first place.
